By the Queen's Most Excellent Majesty

PROCLAMATION

By His Excellency Sir Arthur Kennedy, Knight Commander of the Most Honourable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies.

WHEREAS by a Convention made between Her Majesty the Queen of Great Britain and Ireland and His Imperial Majesty the Emperor of China, certain territory adjacent to this Colony of Hong Kong has been leased to Her Majesty; AND WHEREAS it is expedient that the inhabitants of the said territory should be informed of the manner in which affairs within the said territory will be administered, and that all revenue collectible by British Officials from the said territory should be duly collected;

THIS PROCLAMATION is issued to notify the inhabitants accordingly.

It is to be clearly understood that the long established manners and customs of the people will not be interfered with, that vested rights in land will be respected, and that all real grievances and just complaints will be carefully and thoroughly investigated. All law-abiding persons will be allowed to pursue their avocations in peace and without disturbance. Any disorderly conduct or disobedience of the law will involve immediate punishment. The inhabitants are therefore called upon to assist in maintaining good order and bringing bad characters to justice, that the welfare of the people may be secured and good government promoted.
